Vision
The original vision of the former Homeless Agency Partnership will be maintained as the key motivational statement and organising rationale of the work of Dublin Homelessness Consultative Forum, it’s Management Group and the Dublin Region Homeless Executive. The vision remains unchanged since 2001 when it was first articulated in the Homeless Agency’s action plan Shaping the Future, 2001-2003. It aligns with the vision and strategic aims of Ireland’s current National Adult Homeless Strategy, The Way Home (2008 – 2013), and is as follows:
By 2013, long- term homelessness and the need for people to sleep rough will be eliminated in Dublin.
- The risk of a person or family becoming homeless will be minimal due to effective preventative policies and services.
- Where it does occur, homelessness will be short term and all people who are homeless will be assisted into appropriate housing and the realisation of their full potential and rights.
We will ensure our vision aligns with the national strategy, currently under review. We envisaged that, pending the outcome of the review, our vision will remain as before with the exception of a revised timeline.
Strategic Aims
The following five strategic aims have been established since mid 2010 by the four Dublin local authorities under the initial Framework Homeless Action Plan adopted under the provisions of Chapter 6 of the Housing Act, 2009. They remain the strategic aims of this revised Homeless Action Plan 2011-2013 which are to:
- Prevent homelessness
- Eliminate the need for people to sleep rough
- Reduce the length of time people experience homelessness to less than six months
- Meet the housing need of people experiencing homelessness through an increase in housing options that delivers affordable, accessible housing with supports as required
- Ensure the delivery of services for homeless people that meet their needs, produce the sought-after, person-centred outcomes required and can demonstrate their effectiveness through monitoring and reporting arrangements.
