If you are homeless or sleeping rough in the Dublin region
If you are, or about to become homeless, you should make yourself aware of your options and rights as soon as possible. It is important to understand who you need to contact and what services are available for you.
1. Contact the Regional Contact and Outreach Team if you are sleeping rough
If you are rough sleeping and need support contacting homeless services, the Regional Contact and Outreach Service can assist you on the street by calling a member of the team on (01) 8720185.
2. Contact your local authority
If you are homeless you should contact your local authority immediately through the Central Placement Service in the Dublin City Council area or the Assessment and Placement Service in the Fingal, Dún Laoghaire- Rathdown or South Dublin County Council area.
The local authority will organise temporary accommodation for you if you have nowhere else to stay and will assign you a Housing Officer, who will work with you to put in place more long-term accommodation options.
To help decide whether the local authority has a duty to find temporary accommodation or long-term housing for you, the Housing Officer will look at whether you:
Are homeless or are likely to be homeless
Do you have a priority need for temporary accommodation/ access to housing
Do you have a local connection with the Dublin area- if you are registered as homeless with any of the four Dublin local authority areas
While the local authority is considering your situation, temporary accommodation will be provided if you have nowhere else to stay. You will need to bring a form of identification including a birth certificate, passport etc.
If you are homeless in the Dublin City Council area
The Central Placement Service (CPS) can be contacted on the 24 hour homeless helpline on 1800 707 707 or by presenting to the service directly on 160 Capel Street, Dublin 1.
New Presentations: If you have never stayed in homeless accommodation please call into CPS where staff will assess your options and possible need for temporary accommodation.
Women and families can attend the service from 10am to 12 noon (Monday to Friday) and men can attend the service from 2pm to 4pm (Monday to Friday).
Repeat Presentations: If you have previously stayed in homeless accommodation and have presented to CPS and completed your housing and support needs assessment you should call the HOMELESS HELPLINE 1800 707 707 between 2pm - 1am. Staff will assess your options and possible need for temporary accommodation.
If you have not completed a housing and support needs assessment and you have previously stayed or you are currently in temporary accommodation, please call the HOMELESS HELPLINE 1800 707 707 to arrange an appointment with CPS.
If you are homeless and have a query regarding your homeless/housing allocation, please call into Dublin City Council, Housing Allocations Civic Offices, Wood Quay, Dublin 9 on Monday, Wednesday or Friday between 2pm-4pm. Alternatively you can send your query to firstname.lastname@example.org
If you are homeless in the Fingal County Council area
The Assessment and Placement service can be contacted on 01 8905000 or by presenting to the service directly in the Housing Department, Fingal County Council, Grove Road, Blanchardstown, Dublin 15.

If you are homeless in the Dun Laoghaire- Rathdown County Council area
The Assessment and Placement service can be contacted on 01 2054700 or by presenting to the service directly in the Housing Department, Dun Laoghaire- Rathdown County Council, County Hall, Marine Road, Dun Laoghaire, Co. Dublin.
Please contact the service between 10am to 4.00pm (Monday to Friday).
If you are homeless in the South Dublin County Council area
The Assessment and Placement service can be contacted on 01 4149000 or by presenting to the service directly in the Housing Department, South Dublin County Council, County Hall, Tallaght, Dublin 24.
Please contact the service between 10am to 12.00noon and 2.30pm to 4.00pm (Monday to Friday).
Who does the local authority understand to be homeless and who is eligible for accommodation
If you have nowhere to stay on the day you present to the local authority Assessment and Placement Service
If you have been staying in a place but have no right to remain there
If you have somewhere to stay but are at risk of harm if you remain there
If you cannot pay for any accommodation for yourself
The local authority cannot provide permanent accommodation immediately, but if a person is considered homeless, they have a duty to arrange temporary accommodation until a more long-term accommodation solution can be put in place.
You will be expected to register on the local authority’s Housing List and will be given homeless priority to wait for an offer of more long-term accommodation.
If the local authority have accepted a duty to assist you with housing, but you are not registered on their specific local authority housing list and have a local connection with another local authority in Dublin, that local authority will have a duty to provide you with accommodation in its area. If this happens, the Housing Officer in the Assessment and Placement Service will explain how the referral procedure works.
3. Contact Day Services
If you contact a day service they will assist you in linking in with the relevant local authority to ensure that you have temporary accommodation and that your needs can be assessed. The following are the day services that are available:
Merchants Quay Ireland Open Access Service, Cook Street, Dublin 8. This service can be contacted on 01 5240927 or by accessing the service directly (Monday to Friday 7.30am – 4.30pm, Saturday 7.30am – 1.00pm and Sunday 7.15am – 1.15pm)
Focus Ireland Coffee Shop, 15 Eustace Street, Temple Bar, Dublin 2. This service can be contacted on 01 6712555 or by accessing the service directly (Monday, Tuesday, Thursday, Friday 10.30am – 5.00pm, Wednesday 11.30am- 5.00pm and Saturday, Sunday 11.30am -3.00pm)
Capuchin Day Centre, 29 Bow Street, Dublin 7. This service can be contacted on 01 8720770 or by accessing the service directly (Monday to Saturday- Breakfast 9am -11.30am and lunch 1pm -3pm). Food parcels are also available on Wednesday mornings
Crosscare Housing and Welfare Information, 1 Cathedral Street, Dublin 1. This service can be contacted on 01 8726775 or by accessing the service directly (Tuesday, Thursday, Friday, 9.30am – 1.30pm, 2pm – 4.30pm and Wednesday 2pm – 4.30pm)

To get advice on your social welfare entitlements you must contact The Homeless Persons Unit (HPU)
1. Contact the Homeless Persons Unit
The HPU provides payments under the Supplementary Welfare Allowance Scheme and offers advice on your social welfare entitlements.
Men - to contact this service please call 1800 724 724 to make an appointment in Oisin House, Pearse Street, Dublin 2
Women and families – access the service directly on 41 Castle Street, Dublin between 10am -12 noon or by contacting 1800 724 724.
Not from Ireland (includes Asylum Seekers, Refugees and persons from EU Accession countries) – to contact this service please call 01 8585100 or access the service directly on 77 Upper Gardiner Street, Dublin 1 from 10am- 11.30am, 2pm to 3.30pm.
There are three main categories of payment:
1. Basic payment ‘Weekly or Living Money’
This is intended to be a short-term payment. It is often payable pending the award of another longer-term allowance or when no other scheme is available to the claimant.
2. Supplements ‘add-on’ to basic payment
Following award of Basic SWA or DSP claim, supplements may be payable to cover certain recurring expenses, such as rent, travel or diet. This depends on the individual circumstances in each case and is subject to verification.
3. Exceptional Needs Payments (ENPs)
These are once off payments towards unforeseen expenses that cannot reasonably be met from within weekly income such as: Clothing, Travel Expenses (to HPU office) and Rent Deposits.
The HPU will also assist you in making a claim for mainstream Social Welfare Payments including Job Seekers Allowance, Disability Allowance, Child Benefit, etc.
If you don’t have a medical card, talk to the HPU and apply for one – don’t wait until you become sick. Applications for medical cards can be ‘fast tracked’.
Community Welfare Officers in the HPU can also provide information and advice on a wide range of issues, which impact on the day to day lives of people experiencing homelessness.
You will need to obtain proof of means – details of any source of income or employment history.
